1) Rasul Allah also had a treaty with pagans of Makkah. The difference is Rasul Allah had a truce with (Kuffar bil Tanzeel) while Imam Hassan had a truce with (Kuffar bil Ta’weel).
2) as an Imam appointed by God, his followers shouldn’t question the wisdom behind his decisions. Imam said if it were not for the truce then there wouldn’t any a single Shia remaining alive afterwards.

Imam Hussain never protested any of Imam Hassan’s decisions. He honored the treaty and even lived 10 years under Muawiya after demise/assassination of Imam Hassan. It was only after Muawiya violated the last condition if the treaty (appointed Yazid as his successor) that Imam Hussain took first step, despite receiving countless letters to revolt all along
